Three teams have been shortlisted by Infrastructure Ontario and the Centre for Addiction and Mental Health (CAMH) to design, build, finance and maintain the facility’s Phase 1C redevelopment project.

The request for qualifications process began in March 2015, with the three shortlisted teams selected based on criteria provided in that process, including construction capability, experience and financial capacity to deliver a project of this magnitude.

The three teams being considered are:

• Plenary Health, composed of developers Plenary Group and PCL Investments Canada Inc., constructor PCL Constructors Canada Inc., architect Stantec Architecture Inc., facilities management provider Cofely Services and financial advisor TD Securities;
• FHBT Group, composed of developers Fengate Capital Management, HOCHTIEF PPP Solutions North America and Bondfield Construction Company Limited, constructors Bondfield Construction Company Limited and Turner Construction, architects Diamond Schmitt Architects and IBI Architects, facilities management providers Black & McDonald and HOCHTIEF Facility Management and financial advisor National Bank Financial Markets; and
• EllisDon Infrastructure Healthcare, composed of developer EllisDon Capital Inc., constructor EllisDon Design Build Inc., architect CannonDesign Ltd., facilities management provider Johnson Controls Canada L.P. and financial advisor EllisDon Capital Inc.

These three teams will be invited to respond to a request for proposals, likely in early 2016.

The project will consist of the construction of two modern buildings on Toronto’s Queen Street West. The 600,000 square feet of new build space will include inpatient and outpatient clinical services for people with complex mental illness, including emergency care and therapeutic supports, research and educational facilities, and information and resource facilities. The LEED Silver-targeting project will also extend roads, deliver parks and green space improvements and restore heritage structures around the facility.

CAMH is working with Infrastructure Ontario and the Ministry of Health and Long-Term Care on the expansion of the publicly-owned, -controlled and -accountable facility.
